Kaohsiung City Climate Change Adaptation Platform

With the increasing frequency of extreme weather events, Taiwan has recently experienced frequent disasters such as heavy rainfall, droughts, heatwaves, and typhoons. Urban infrastructure and residents' daily lives are facing unprecedented challenges. The government has long been committed to disaster prevention work, but in the face of the uncertainties brought by climate change, traditional response models are no longer sufficient to handle increasingly complex risks. To assist local governments and various sectors in managing risks and adapting in advance, the "Kaohsiung City Climate Change Adaptation Platform" has been established, combining data technology and cross-domain integration to create a one-stop adaptation service.

In the process of promoting climate change adaptation, the most common issues encountered are data dispersion, difficulty in integrating adaptation resources, insufficient communication of climate risks, and low public participation. Therefore, this platform was built to integrate and analyze data, collecting climate risk information from both central and local governments, incorporating disaster scenario simulations, vulnerability assessments, and adaptation strategies. It also creates visual risk maps to help local governments quickly grasp the full scope of risks, and provides an interface for public participation.

    Disaster Warning System

Weather Warnings: Set thresholds and alert rules for weather warnings, hydrological warnings, etc., to inform the public of the location, time, impact, and precautions, allowing them to take appropriate action. Integrated Data: Includes rainfall, high temperatures, low temperatures, typhoons, flooding, diversion warnings, drought alerts, and more.

    Climate Change Disaster Risk Map

Risk Assessment: Integrates the city's geographic data, risk maps, and climate monitoring data, and builds functions such as risk scenario simulations, layer overlays, thematic displays, location tools, and regional analysis. User Functions: Users can select specific issues such as disasters, scenarios, and scales, and overlay maps according to themes to help assess potential risks and the severity of hazards.

    Adaptation Implementation Plan Reporting System

Four-Year Plan: According to the regulations of the Climate Change Adaptation Act, local adaptation implementation plans are set for a four-year period. Each year, an adaptation implementation progress report must be prepared, reviewed by the implementation committee, and made publicly available. Expert Assistance for Review: Professional advice from experts and scholars in various fields will be utilized to facilitate ongoing reviews and improvements to strategies, gradually building the city's climate change policy database.
