As generative AI, smart city AI, and digital twin technologies continue to advance, cities around the world are moving toward AI-driven smart governance. These technologies enable cities to simulate policies, support real-time decision-making, and enhance public service delivery, while also strengthening their ability to respond to climate risks, traffic, and disasters.

Since 2024, Kaohsiung has been actively building a smart city powered by sovereign AI and digital twins. Working across city departments and with global partners such as NVIDIA, the city is developing a new AI governance model. The Smart Kaohsiung Lighthouse Project — the world's first large-scale outdoor Vision-Language Model (VLM) deployment — leverages local visual data to support urban management, disaster response, and city resilience.

This forum will bring together city leaders, government officials, and industry experts from around the world to share real-world experiences, exchange ideas, and explore how AI and digital twins are shaping the future of cities.
